The Argentine National Symphony, homeless since 1948, the year it was founded by the Peron, has moved into the Centro Cultural Kirchner in Buenos Aires. Instead of investing in a new building, the government opted for the complete renovation of the old Postal Palace:

The Blue Whale auditorium or concert hall which holds 1750 people is "mounted on shock-absorbing stilts to protect it from vibrations from the subway nearby."

Exhibits and concerts are FREE because "We consider culture to be a right." Eventually, patrons will pay a "symbolic" fee to maintain the building and pay the artists but the hope is for sponsors to cover the bulk of operating expenses. So, when the announcement came that Martha Argerich was to perform at the grand opening, 1.2 million people tried to access the ticket website and collapsed it...
