In case anyone's interested, recordings are available on youtube of his Symphony 2 and the 1983 Flute Concerto. They're pretty horrid recordings but a touch up with an audio editor improves them a little - surprising that the Flute Concerto (a personal live recording at a concert) couldn't be a little better - but still better than nothing for fans of this composer.
According to the notes beneath the Symphony, Mennin lifted the ban on it toward the end of his life. I suppose there's always a hope that it will get a decent recording along with the Flute Concerto completed a few months before his passing on. It seems to continue the direction hitook s 9th and makes interesting use of percussion. At first it failed to strike me as Mennin but tell-tale signs soon emerge.
Audio quality doesn't make it easy listening but....it's there.
