How Close to the Election Will Troops Begin to Withdraw?

What might Karl Rove decide is the best winning strategy?

a) a sequence of draw-downs beginning in say, mid-September,
meticulously packaged and choreographed for efficient and
repetitive use in all the Republican campaigns during the weeks
leading up to the vote? - or

b) a blitzkrieg evacuation a week or less before election day,
accompanied by preening celebrations of victory and military
heroism for which a stunned and war-weary nation will express
its gratitude and relief by re-affirming the Republican majorities?
