Interesting Beethoven , although not my cup of tea.

Needless. Such an arrangement would eviscerate the 2nd movement, which needs the force of a full orchestra for its proper expressive effect. Is the arrangement by Beethoven himself or another notable composer, or just a publisher's hack?
