If the point is to hear what Beethoven left of a 10th symphony, there is Barry Cooper's completion of the first movement, which contains the 250 or so measures that Beethoven wrote. Beyond that, you're not going to hear any more Beethoven, but rather pseudo-Beethoven, of which there is already plenty, being written by amateur would-be composers.
If the point is to have a vehicle to train computers to write music more musically, then building from the example of a master is probably a wise strategy. Just don't attribute the results to Beethoven himself.
