While this new pending Iowa GOP bill would not have protected the criminal woman ( no doubt encouraged by the killer driver at Trump's " good people" White Supremicist Charlottesville rally ), apparently if you exercise " due care " , ie. drive at the speed limit , stay in your lane, obey the traffic lights and signs, are otherwise on a legitimate trip unrelated to the protest, the protest does not have a permit, and protesters get in your way, you are free to run them over even if you had an alternate route:
Section 1. NEW SECTION. 321.366A Immunity from civil liability for certain vehicle operators.
1. The driver of a vehicle who is exercising due care and who injures another person who is participating in a protest, demonstration, riot, or unlawful assembly or who is engaging in disorderly conduct and is blocking traffic in a public street or highway shall be immune from civil liability for the injury caused by the driver of the vehicle.
2. The driver of a vehicle who injures another person
who is participating in a protest, demonstration, riot, or unlawful assembly or who is engaging in disorderly conduct and is blocking traffic in a public street or highway shall not
be immune from civil liability if the actions leading to the injury caused by the driver of a vehicle constitute reckless or willful misconduct.
3. Subsection 1 shall not apply if the injured person participating in a protest or demonstration was doing so with a valid permit allowing persons to protest or demonstrate on the public street or highway where the injury occurred.

The Southern Poverty Law Center published this report online last summer:38 states are stand-your-ground states, 30 by statutes providing "that there is no duty to retreat from an attacker in any place in which one is lawfully present": Alabama, Alaska, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa,[5] Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Montana, Nevada, New Hampshire, North Carolina, North Dakota, Ohio,[6][7][8] Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, and Wyoming; Puerto Rico is also stand-your-ground.[9][10] Of these, at least eleven include "may stand his or her ground" language (Alabama, Florida, Georgia, Idaho, Kansas, Kentucky, Louisiana, Oklahoma, Pennsylvania, South Carolina, and South Dakota.)[10] Pennsylvania limits the no-duty-to-retreat principle to situations where the defender is resisting attack with a deadly weapon.
